Goals: she believes superheroes do more harm than good and also has a personal grudge against them. She tries to 'educate' superheroes about the consequences of their actions, usually by hurting them really, really badly, and potentially killing them if they refuse to learn their lesson. She often makes her victims' torment / ultimate fate public (without revealing herself) to discourage others from becoming vigilantes. Feedback genuinely believes what she's doing is ultimately for the best.

Powers 

Neural feedback: Feedback can transfer a feeling to any other living creature. This also stops her from feeling it herself. This enables her to cripple an enemy with pain when she's hurt (often as a result of her own doing), while ignoring any injuries herself.

- Limitations: 1) Her power is only effective within a radius of approximately 30 feet. 2) She has to be able to see her victim to establish a psi link with it. Maintaining the link, however, does not require eye contact. 3) If she spreads a feeling to multiple people at the same time, it will be diluted.

Abilities

Close combat: though she often feigns incompetence because getting hurt is actually to her benefit, Feedback is an accomplished melee fighter. Her father was one of Tony Magnano's closest bodyguards, and he taught her how to fight. She rarely does anything fancy, preferring brutal efficiency.

Pain resistant: Feedback isn't just well-accustomed to pain, she enjoys it. She can shrug off torments that would send even hardened veterans to their knees. Of course, even she has her breaking point.

Professional sadist: Feedback doesn't simply enjoy pain, she is also scarily proficient at inflicting it. She knows the human body in and out, specifically where it is weak and vulnerable and how to exploit that to the maximum possible degree.

Equipment

Pain-amplifying suit: Feedback's suit is made of a very dense material that offers a substantial amount of protection against bullets and flames. She deliberately made her suit thin and light however, so that it doesn't offer much protection against piercing weapons or blunt impacts. The suit interacts with her body and can make everything she feels up to 10 times as intense. The purpose of this is of course to make her able to transfer much more intense levels of pain to her foes. 

Psi-enhancing Visor: Feedback's visor enhances the range at which she can use her neural feedback and facilitates the process of setting up a psi link with a foe. 

Retractable claws: her suit comes with a pair of retractable titanium claws on each hand, which she uses to cut herself about as often as she uses them against her opponents.

Weaknesses

Mobs: her power is more suited to fighting single opponents than large groups.

Not invulnerable: though she may not feel any pain when she's transferring it to someone else, that does not stop her from getting hurt. A knock-out punch would still put her down, and poison gas or chloroform would still affect her, even if she stops herself from feeling it.

Range: if an enemy can keep her at a range where she's unable to use her neural feedback, she'll be at a disadvantage.  

Background

Helena is the daughter of Marco Rogers, a henchman who worked for Sharkham's most powerful mob boss: Tony Magnano. Helena was studying to become a neuropsychiatrist when her father got killed during an attack by White Sabre, a vigilante who dressed like a superheroine and waged a personal war on the Sharkham mob. Since her mother - who resented Marco's dealings with the mob - had long left Sharkham and left not as much as a trace of her whereabouts, this meant Helena was all on her own. 

With no one left to support her, she had to give up her studies and seemed doomed to join the Sharkham bums or sell off her body. While nearly everyone praised White Sabre and mourned their fallen hero, Helena's resentment towards superheroes grew, especially when SummerCorp turned it into a form of entertainment by making the exploits of Purity - a superheroine - into a reality tv show. 

Helena wanted revenge against all superheroes, but realized the irony of her situation: in order to be able to punish superheroes, she would need to have superpowers herself. She applied to work for SummerCorp, believing that to be the quickest route to gaining superpowers herself. Thanks to her keen mind, she was able to join a team doing illegal research into superhuman development, and she and her team made quick advancement in the field of unlocking psychic abilities in humans. Aware they were getting close to a breakthrough, Helena volunteered to act as a research subject herself, giving her colleagues instructions about what they had to do to unlock her psychic abilities.

Unfortunately for her, her colleagues, who resented being outperformed by a junior co-worker like herself and wanted to take credit for her work themselves, took advantage of this. They used her and abused her, figured they'd failed to make any more progress after following her instructions, and then tossed her outside the lab where she would surely die of blood loss. 

Too badly hurt to move, all Helena could do was wait, until a bird landed close to her with the intention of pecking out her eyes. As she focused her will, the pain suddenly left her body, and the bird fell down, screeching. Helena realized she was able to make the bird feel the pain she was feeling, and rid herself of her own pain in this fashion. With the bird clenched firmly in her hand, Helena marched back into the lab. Using her newfound power, she slowly tortured her colleagues to death one by one, taking delight in drawing out their passing. She used her remaining time and resources to develop the visor and suit she still wears today, and then destroyed the lab. SummerCorp assumed she had died alongside the rest of her team, and she liked to keep it that way, so she changed her name to Feedback - a homage to her powers - and started prowling the streets of Sharkham, always looking for superheroes to take vengeance on, and tormenting others as a way of dealing with her own pain when she didn't manage to find any heroes.

She is really impressive as her entire bio.:D (Big Grin) 
I read already the story, but I can't understand something about her. If she really hates all the super heroes and super heroines for her own justified reasons, then why she torments the innocent civilians? The didn't do her any harm at all.
